NEW YORK—With the skyscrapers of Wall Street behind him, Eric Adams watched earlier this week as an electric passenger aircraft circled Manhattan’s downtown heliport. He shared his dream that the city would be a hub of the new technology and waxed about the prospect of futuristic new jobs. Then reality came back: a question about whether anyone else on his team had their phones seized by the Federal Bureau of Investigation, as happened to Adams this month. “We’re talking about helicopters!” the mayor spat back, ignoring the question as he spun around and turned his eyes to the sky.

The formal request comes after years of litigation over safety at Rikers Island, which houses thousands of defendants awaiting trial in addition to convicted inmates serving short sentences. The lawyers also asked that a judge find New York City in contempt for violating prior court orders requiring improved conditions at its jails.

July was Earth’s hottest month on record, surpassing the global monthly average temperature record set in July 2019, according to data from the Copernicus Climate Change Service, a European Union-funded scientific agency. Deadly heat blanketed parts of North America, Asia and Europe as wildfires blazed in Greece and Canada, hitting economies. Water shortages and high humidity affected parts of the Middle East. Residents in China contended with both extreme flooding and a heat wave as the country set a new national temperature record. All this came on the heels of the world’s hottest June on record.
